If it was the fuse it would not have any voltage. If you have less then a nominal 12 volts then there is a bad connection somewhere. It's possible that your new pump burned out due to the low voltage or it could be the low voltage is just keeping it from running. There is also a fuel pump relay that should be inside the engine compartment on the drivers side wheel well. The relay or connections there could be bad. The fuel pump is controlled by the ECM but there should also be a back up oil pressure override switch that will turn it on after the engine cranks and builds oil pressure if the ECM circuit fails.
